Just eight years ago, Saudi Arabia had no commercial cinemas at all. Today, the Kingdom boasts multiplexes in every major city, comedy festivals drawing international headliners, esports arenas and a Red Sea International Film Festival that openly aspires to rival Cannes on the global stage.

Even the ongoing conflict with neighboring Iran — which has included drone strikes directed at Saudi soil — has done little to dampen the public's appetite for nighttime entertainment. Cinemas remain open and packed, and evening moviegoing has become a beloved ritual, particularly during Ramadan when crowds pour in after breaking their daily fasts.

This sweeping cultural transformation at home is not happening in isolation. It is the domestic face of a far more ambitious international strategy — one that is now reshaping the financial architecture of Hollywood itself.

## A $24 Billion Bet on the Future of American Media

Thousands of miles from those Riyadh multiplexes, Saudi money is helping to power what may become the most consequential merger in entertainment history. The proposed $110 billion takeover of Warner Bros. Discovery by Paramount Skydance would fuse Paramount's century-deep intellectual property library with HBO, CNN and Warner Bros.' sprawling global television empire.

Fueling the deal is approximately $24 billion in capital from Gulf sovereign wealth funds. Saudi Arabia's Public Investment Fund (PIF) is contributing roughly $12 billion, while the Qatar Investment Authority and Abu Dhabi's L'imad Holding Co. are each putting up around $6 billion. The merger filing with the Securities and Exchange Commission did not specify individual contribution amounts, but sources familiar with the deal confirmed the figures. Paramount declined repeated requests for comment.

On paper, the Gulf investors are purely passive — the filing states they will hold no governance rights in the combined Paramount-Warner Bros. entity, a structure deliberately engineered to streamline regulatory approval and avoid triggering a formal review by the Committee on Foreign Investment in the United States. FCC Chairman Brendan Carr, speaking at Mobile World Congress in Barcelona in March, signaled he expected the deal to sail through approval "pretty quickly."

But in both Hollywood boardrooms and Washington corridors, few people believe that $24 billion — particularly in a deal encompassing CNN, HBO and the rights to Batman, Superman and Harry Potter — arrives without expectations.

## Soft Power, Hard Cash and the Saudi Image Problem

For analysts who study Gulf state behavior, the Warner Bros. investment fits neatly into a broader, long-running campaign to reshape how Saudi Arabia is perceived on the world stage.

"It's very obvious that this is not only about entertainment in the U.S. — it's also about CNN. It's about soft power," says Stephan Roll, a political economist who leads the Africa and Middle East Division at the German Institute for International and Security Affairs in Berlin. "It's about rebranding the image of Saudi Arabia in the West."

Roll argues Saudi Arabia is executing a strategy already road-tested by Qatar and the United Arab Emirates. Qatar owns the international news network Al Jazeera, controls European soccer giant Paris Saint-Germain and holds a majority stake in Miramax. The UAE has made Premier League club Manchester City a global brand and owns a 50 percent share of Redbird IMI — the Jeff Zucker-run group that recently struck an $8 billion deal to merge Banijay (*Peaky Blinders*, *MasterChef*) and All3Media (*The Traitors*), creating the world's largest independent television production house.

Saudi Arabia has followed a similar playbook. In 2021, PIF acquired Premier League football club Newcastle United. Last year, the fund assumed full control of MBC Group — the Saudi-based broadcaster — and its regional news network Al Arabiya, a direct competitor to Al Jazeera.

"If anything, the Saudis are playing catch-up" in the soft power contest, notes Kristian Coates Ulrichsen of the Baker Institute for Public Policy in Texas.

Not everyone, however, is convinced that image management is the primary motivation. "The image-refurbishing is less important, largely because it doesn't work," argues F. Gregory Gause III of the Middle East Institute in Washington. Despite years of high-profile investment in sports, entertainment and media, Western public opinion toward Saudi Arabia has remained persistently negative — suggesting the real prizes are political influence in Washington and legitimacy on the home front, rather than a genuine shift in how ordinary Westerners view the Kingdom.

## The Shadow of Khashoggi

The urgency behind Saudi Arabia's global rebranding effort sharpened dramatically after October 2018, when Washington Post journalist Jamal Khashoggi was murdered inside the Saudi consulate in Istanbul. Both the CIA and a subsequent 2021 U.S. intelligence report concluded that the killing was approved by Crown Prince Mohammed bin Salman — the Kingdom's de facto ruler, widely known as MBS.

Hollywood recoiled, if only briefly. Talent agency Endeavor returned a $400 million PIF investment. Legendary Entertainment walked away from acquisition talks. Top executives boycotted MBS's flagship Future Investment Initiative conference in Riyadh — a gathering often called "Davos in the Desert."

The chill, however, did not last. Hollywood's relationship with Saudi Arabia thawed rapidly, encouraged in part by Washington's own re-engagement with Riyadh during the Ukraine war as the Biden administration sought to stabilize global oil markets. "That normalized things for business leaders," notes Ulrichsen.

The rapprochement accelerated further under Donald Trump, whose administration cultivated unusually close ties with Saudi leadership and actively encouraged deeper economic cooperation. MBS's full rehabilitation in American political life was symbolically sealed on November 18 when he returned to the White House for the first time since Khashoggi's murder. With the U.S. and Israel leading operations against Iran, Saudi Arabia has re-emerged as a critical regional partner.

## Hollywood's Moral Calculus

For an entertainment industry grappling with tight domestic financing, the Saudi government's capacity to write enormous checks has largely overridden whatever moral hesitation once existed about accepting money from a government accused of silencing dissidents and systematic human rights abuses.

"Saudi can make multibillion-dollar commitments that you just can't get in the United States," observes Andrew Leber, a Tulane University professor who specializes in the U.S.-Saudi relationship.

The financial pull is unmistakable across every corner of the entertainment world. In September, Kevin Hart, Bill Burr, Dave Chappelle and Pete Davidson headlined the inaugural Riyadh Comedy Festival before sold-out crowds. December's Soundstorm music festival outside Riyadh featured Cardi B, Post Malone and Pitbull. The Red Sea Film Festival in Jeddah drew acclaimed filmmakers and stars including Sean Baker, Ana de Armas and Dakota Johnson.

But celebrity appearances are only the most visible layer of a far deeper investment wave. In late September, a PIF-led consortium — which includes Jared Kushner's Affinity Partners and private equity firm Silver Lake — agreed to acquire video game powerhouse Electronic Arts for $55 billion, one of the largest transactions in gaming history. In October, former Lionsgate executive Erik Feig announced a $1 billion studio partnership with PIF, pairing his new independent label Arena SNK Studios with Saudi broadcaster MBC Group and Japanese gaming company SNK, itself controlled by MBS through the Misk Group.

For critics watching Saudi money flow through Hollywood's ecosystem, the industry's appetite for that capital reflects something more uncomfortable than simple pragmatism.

"Money is money and power is power," observes Bryan Fogel, the Oscar-winning filmmaker behind *The Dissident*, his 2020 documentary chronicling Khashoggi's murder — and the world that made it possible.

When Sam Levinson began mapping out the third season of *Euphoria*, his original plan had protagonist Rue crossing into Mexico by river. After a four-year hiatus following the season two finale, the Emmy-nominated writer-director envisioned Zendaya's now-adult character entangled in a dangerous drug-running operation — smuggling narcotics back and forth across the border for the quietly menacing kingpin Laurie, played by Martha Kelly. That vision, however, changed dramatically after a single research trip.

## A DEA Visit That Changed Everything

Levinson and his team traveled to the DEA's Los Angeles headquarters, where they encountered a photograph that instantly sparked his imagination — a Jeep lodged on top of a border wall, seized mid-crossing during a drug bust.

"I asked the head of operations what happened," Levinson recalls, "and he told me some guy tried to drive a car loaded with drugs over the border wall and got completely stuck. I thought: that sounds exactly like something Rue would do."

That image became the unforgettable opening sequence of season three — Rue perched behind the wheel of a vehicle suspended in midair, straddling two countries. It's an audacious introduction that signals a reinvented show on multiple levels.

## A New Visual Language for a Grown-Up Story

The sequence was shot in a wider aspect ratio using 65mm film, capturing sweeping desert vistas that feel miles removed from the neon-drenched interiors of earlier seasons. Levinson and his longtime cinematographer Marcell Rév deliberately overhauled *Euphoria*'s entire visual identity to match the story's darker, more mature tone.

"That opening scene is like *Jurassic Park* meets Buster Keaton," Rév says with a laugh. Levinson echoes the sentiment, noting that silent film legend Buster Keaton inspired the season alongside classic Western directors Howard Hawks and Sergio Leone.

The pair operate under a guiding principle: **"Evolve or die."**

"We wanted the cinematography to feel like a memory that's slowly fading — rougher around the edges," Levinson explains. "We're seeing these characters out in the wider world now, and we wanted to let the actors carry the emotional weight through their performances rather than relying on the camera to do that work. We wanted to see them fend for themselves."

## Personal Tragedy Reshaped the Season

Before the Hollywood strikes of 2023 halted production, Levinson had written the majority of a third season — scripts that were ultimately thrown out and reworked. The most significant reason for the overhaul was deeply personal: the accidental overdose death of castmember Angus Cloud, who played the beloved Fezco.

Levinson was close to Cloud and felt a responsibility to honor his memory meaningfully within the show. Rather than writing Fezco out entirely, the character remains alive — though absent onscreen — and his loss drove Levinson to confront themes of mortality head-on.

This grief finds direct expression in the premiere's climactic scene, where Rue makes a drug delivery at a party thrown by rival kingpin Alamo, played by Adewale Akinnuoye-Agbaje, only for the situation to spiral into a life-threatening crisis when the drugs turn out to be laced.

"I was genuinely furious about fentanyl," Levinson says. "In 2023, the year Angus died, 73,000 Americans lost their lives to fentanyl overdoses. I couldn't make sense of why our country was allowing so many people to be poisoned."

The premiere also carries a dedication to Cloud, co-star Eric Dane, and former executive producer Kevin Turen — all of whom passed away between the end of season two and the show's return.

## How 'The Idol' Quietly Influenced Euphoria's Return

Between seasons, Levinson and Rév collaborated on *The Idol*, the controversial HBO music-industry drama that was canceled following its troubled first season. Despite that outcome, both creatives say the experience proved instructive.

"Filming *The Idol* felt like making a reality TV show at times — three cameras, minimal lighting, almost documentary in style," Levinson says. "Whenever you finish something, you naturally want to do the opposite. That experience gave this season of *Euphoria* an objectivity we hadn't found before, and it's genuinely exciting."

Rév adds that *The Idol* also pushed them to embrace real-world locations far more than they had in season two. "The second season was built almost entirely on stage — if we didn't have to go on location, we wouldn't," he explains. "This time, we were eager to find authentic places in the real world."

That philosophy extended to the opening border sequence, which required constructing a 200-foot border wall in the desert roughly four hours outside of Los Angeles. "She's actually up there — 20 to 25 feet in the air," Levinson confirms.

## Cassie, Nate, and the Aesthetics of Desperation

The premiere also catches up with Cassie (Sydney Sweeney) and Nate (Jacob Elordi), now engaged and preparing for an elaborate wedding while quietly struggling financially. Location scouting for their home proved pivotal in shaping the characters' storyline.

"An obvious choice would have been something sleek and modern," Rév says, "but we chose a mid-century home that's a little tacky, a little stuck in the '70s. It's an unusual choice, but it opens up creative possibilities."

Those possibilities became especially relevant when Cassie begins producing OnlyFans content to help cover expenses. Blending the aesthetic of that platform with *Euphoria*'s cinematic style presented a unique challenge.

"OnlyFans has its own look, and elevating that to match the show's visual standard is genuinely difficult," Rév admits.

Levinson approached the scenes by leaning into their inherent absurdity. "What makes those scenes work is that her housekeeper is the one filming them," he says. "We always tried to find that extra layer of comedy — something to pull you out of her illusion and remind you of what's really going on."

To achieve this, the crew used the ring lights Cassie's character would realistically use — creating a glowing, flattering effect from inside the frame, and a stark, jarring darkness the moment the camera pulls back.

"We wanted to be inside what she's presenting to the world, and then step back and show how genuinely bleak it is," Levinson says. Shooting it on 65mm added another layer of ironic contrast. "Doing an OnlyFans aesthetic with these tools is something that genuinely excites me," Rév adds.

## Looking Ahead: Life, Death, and Surrender

The season premiere closes with Rue surviving a terrifying, near-fatal confrontation with Alamo — exhaling in stunned relief, alive but shaken. It's a moment Levinson sees as the emotional thesis of the entire season.

"I wanted to tell a story about surrendering our will to something greater than ourselves," he says. "These characters are adults now — they're free to make their own choices, but those choices carry real consequences. I've come to see that long gap between seasons, with all its pain and loss, as a strange kind of blessing."

Following the ceremony, Lindo spoke to Vanity Fair, saying he and Jordan "did what we had to do" by pressing on, but expressed disappointment that no Bafta representative approached them afterward to check in.

## Independent Review Findings

The review, conducted by Rise Associates, identified what it described as "structural weaknesses" in Bafta's event planning, escalation protocols, and crisis management frameworks. Crucially, however, it stopped short of labelling the incident as evidence of institutional racism.

"Institutional racism means that racial bias is embedded within systems, policies, and culture, producing discriminatory outcomes regardless of individual intent," the review stated. "The available evidence does not support that conclusion here."

Instead, the report pointed to a different problem: Bafta's internal planning and governance structures had simply failed to keep pace with the organisation's own diversity and inclusion ambitions.

The review also acknowledged the complexity of the situation, noting it involved "a challenging intersection of disability, live broadcast risk, and the use of language carrying a profound and painful historical weight." It further highlighted a broader tension — the need to balance accessibility for participants with the safety and dignity of everyone else in attendance and watching from home.

## Bafta's Response and Apology

In a formal statement released on Friday, Bafta offered an unreserved apology to the Black community, the disabled community, and all those present at the ceremony or watching the broadcast.

"What was supposed to be a moment of celebration was diminished and overshadowed," the organisation acknowledged.

Bafta also admitted that it had not "adequately anticipated or fully prepared for the impact of such an incident in a live event environment," confirming that personal apologies had been sent directly to those most affected.

The organisation stated it has accepted the review's conclusions in full and that work is already underway to implement the recommended improvements, with the aim of preventing a similar situation from arising in the future.

## BBC Also Finds Broadcast Standards Were Breached

The Bafta review followed a separate investigation by the BBC, published earlier in the week, which found that broadcasting the slur had breached the corporation's editorial standards. The BBC's complaints unit ruled the moment should not have made it to air, though it similarly confirmed the breach was unintentional.

## Davidson Speaks Out

John Davidson himself addressed the incident publicly, emphasising that his vocal tics carry absolutely no intentional meaning.

"I want to be really clear that the intent behind them is zero," he said in an interview with *Variety*. "What you're hearing is a symptom — not my character, not my thought, not my belief."

Davidson went on to explain the unpredictable and often distressing nature of Tourette's syndrome. "Tourette's can feel spiteful and searches out the most upsetting tic for me personally and for those around me," he said. "The most offensive word I ticked at the ceremony is a word I would never use and would completely condemn if I did not have Tourette's."

## Moving Forward

Bafta ceremony host Alan Cumming had previously issued his own apology for the "trauma-triggering" nature of the event. As the organisation now works to rebuild trust and strengthen its internal frameworks, the incident serves as a stark reminder of the complex responsibilities broadcasters and event organisers carry when staging major live events in an increasingly diverse and inclusive landscape.
